Reduced Cigarette Ignition Prosperity (RCIP) for Virginia

Since July 2014, the Virginia Department of Fire Programs has managed the Reduced Cigarette Ignition Propensity (RCIP) program per Title 9, Chapter 2.1 of the Code of Virginia. 
  • Cigarettes cannot be sold in Virginia unless they meet ASTM Standard E2187-04, have filed certification per 9.1-211 and are marked according to §9.1-212.  
  • The State Fire Marshal's Office (SFMO) administers and enforces this program, reviewing and approving certificates of testing, maintaining a public list of registered cigarettes and inspecting wholesalers and retailers for compliance. 
  • Non-compliant cigarettes are considered contraband and will be forfeited and disposed of by the Commonwealth. Retailers selling non-compliant cigarettes may face civil penalties up to $100 per pack.  
  • The SFMO ensures all statutory requirements are met, safeguarding public safety through rigorous oversight. 
  • Each Brand Style registration is $250 and must be paid by credit card via the Brand Style Registration RCIP portal.
  • A Brand Style registration is only valid for three years and each cigarette manufacturer is responsible for reviewing the RCIP Public Directory to ensure compliance. 

 RCIP Registration Instructions 

  1. To submit a Brand Style submission, you will need to create an online account using the portal below and following the prompts for set-up. Returning users can login with their existing credentials.  
  2. In the portal, you can select the number of brand style submissions, upload the required documentation and provide your credit card payment. Once your payment has been processed, you can proceed with the registration for your brand style submission.   
  3. Email notifications will be sent once your payment* has been processed along with PDF copies of your brand style submission(s) once all required fields have been completed. 
  4. Once a brand style registration has been submitted. The SMFO will review and approve the registration. Once a registration has been approved*, the status within the online portal will be reflected according and the new brand style registration will be reflected on the RCIP Public Directory.  

* If a credit card payment cannot be processed, you will receive an email notification from our processing vendor. For any brand style registrations that are rejected, the SFMO will provide comments in the portal explaining what additional items are needed for approval.
