Training Facilities Grant
The Regional Training Facilities Grant was created to provide fire services training facilities for Virginia localities. These facilities, funded under §38.2-401.D, offer multi-jurisdictional training across the Commonwealth, meeting the National Fire Protection Association (NFPA) 1001 and 1403 training
standards.
Forcible Entry Door Prop
With approval from the Virginia Fire Services Board, the program can also fund the Virginia Department of Fire Programs (VDFP) for acquiring, renovating, repairing, servicing, and managing fire services training props.
Eligible Training Props for Regional Training Facilities Grant
Eligible props include:

Drafting Pit (excluding Dry Hydrants)

Mayday Training Props: For minimum training elements

LP Gas Simulator
-
Flashover Simulator
-
Stationary Confined Space SCBA Maze Training Prop: Limited to prop materials only (building construction to house the prop is ineligible).
The Virginia Fire Services Board will also consider applications for training props not listed in the policy, provided all grant application requirements are met.
*The maximum amount for this grant is capped at $50,000 per fiscal year (July 1 – June 30). Localities may submit one application with multiple training props but can only receive up to $50,000.

Open to Virginia localities.

The Virginia Fire Services Board (VFSB) Chairman will appoint a workgroup, including VDFP Staff, to evaluate applications based on established scoring criteria.
This workgroup will submit recommendations to the Administration, Policy, and Finance Committee, which will forward the recommended application to the Board for final approval.
Scoring Criteria:-
Grade 1 – High: Immediate need; no alternative funding; highest priority with significant negative impact if not funded.

Grade 2 – Medium High: High need; limited or delayed alternative funding; significant adverse impact if not funded.

Grade 3 – Medium: Moderate need; future funding available; project can be delayed; limited negative impact if not funded.

Grade 4 – Low: Minimum need; local funding available; non-immediate need; little to no impact if not funded.

Grade 5 – Very Low: Not a need; funds or resources available; no impact if not funded.

Within 30 days of project completion or grant term expiration, the Lead locality must submit a final written report to the Budget and Grants Manager.
This report should detail the project's fulfillment, the use of grant funds, and the benefits to fire services and the community. It should also include the request for reimbursement of funds, along with the necessary supporting documentation as outlined in Section 13: Disbursement of Funds.
