Our Leadership Team
Brad Creasy
Brad Creasy
Brad began his career with the Bedford Volunteer Fire Department before becoming a career firefighter with the Roanoke Fire-EMS Department. He also served in Roanoke City for 21 years and rose through the ranks to Captain.
Brad received his bachelor’s degree in Business Administration from Liberty University. He is also a Virginia Fire Officer Academy graduate and holds the Chief Fire Officer Designation (CFO) from the Center for Public Safety Excellence.
Jamey Brads
Jamey Brads
Jamey Brads is the Branch Chief for Training and Operations within the Virginia Department of Fire Programs.
Jamey joined VDFP in 2016 as the Division Chief of Heavy Technical Rescue. Currently, he oversees the seven division regions, which coordinate fire training throughout the Commonwealth of Virginia, plus the specialized training functions and quality assurance and curriculum development.
Jamey has 30-years of fire service experience in both volunteer and career positions in the Roanoke Valley. He is also a member of FEMA Virginia Task Force 2-Urban Search and Rescue, serves on three NFPA committees as well as the International Association of Fire Chiefs Urban Search & Rescue committee, and is the Past President.
Billy Hux
Billy Hux
Billy Hux is the State Fire Marshal for the Commonwealth of Virginia. He joined the State Fire Marshal Office (SFMO) in 2010 and has since held multiple roles including Deputy State Fire Marshal I/II, Chief Deputy State Fire Marshal and most recently, Assistant State Fire Marshal – Special Operations.
With 25 years of extensive professional knowledge and industry experience, Billy's background encompasses firefighting, emergency management, fire prevention, fire investigation, explosives, code compliance, special investigation and classroom instruction.
Before joining the SFMO, Billy served as a Fire Inspector and Fire Marshal Liaison between the State and Richmond City at Virginia Commonwealth University. Additionally, he dedicated 22 years to Chesterfield County Fire & EMS, where he served as a Volunteer Fire Lieutenant and Company President with the Midlothian Volunteer Fire Department.
Theresa Hunter
Theresa Hunter
Theresa Hunter is the Chief Administrative Officer, where she oversees the agency's budget while also managing the administration branch, which includes fiscal services, information and technology, human resources and grants management.
With 20 years of experience in the Public Safety sector, Theresa joined VDFP in 2015 after serving as the Senior Administrative Analyst with the Chesterfield Police Department. She spent eight years prior as the Grants Manager with the City of Richmond Fire Department and also worked with the Justice Services Department.
Theresa holds a bachelor’s degree in Business Administration from Savannah State University.
Ken Brown
Ken Brown
Ken Brown was appointed by Governor Youngkin as the Coordinator of Community Risk Reduction at the Virginia Department of Fire Program in 2022.
Ken retired as the Fire-Rescue Chief and Coordinator of Emergency Services for Goochland County, Virginia, after 33 years of career experience. Throughout his extensive career in the Virginia Fire Service, he has held various positions, including Director of Fire Services for Prince George County, Company Officer with the City of Newport News Fire Dept., and Fire Chief for the 909th CES Fire Dept. USAFR (Ret).
Ken is a certified Instructor IV and has been an adjunct with the Virginia Department of Fire Programs for 38 years. He is also a proud graduate of the National Fire Academy Executive Fire Officers Program.
